The Consulting with Canadians website (Consulting with Canadians - Canada.ca) indicates that the CBSA is planning public consultations on "Changes to Customs Sufferance Warehouse Regulations with regards to timeframes and means for Warehouse Arrival Certification Message (WACM)" in the near future.
"The Transporter and Cargo Control Programs Unit (TCCPU) is working on resolving two issues involving sufferance warehouse operators sending a Warehouse Arrival Certification Message (WACM). As per Section 14 of the Customs Sufferance Warehouses Regulations (CSWR), when cargo physically arrives at the Customs Sufferance Warehouse, the sufferance warehouse operator must electronically acknowledge the receipt of the shipment (the WACM). Due to the ambiguity of this wording, some operators are not sending the WACMs in a timely manner, or they are sending emails asking the CBSA to electronically acknowledge the receipt of the shipment. We are looking to move forward with amending Section 14 of the CSWR regarding timelines and means of acknowledging the receipt of the goods. We plan to conduct internal and external consultations to gather information."
