CFIB awards 2026 Paperweight Award to CBSA for CARM

The Canadian Federation of Independent Business (CFIB) has awarded its 2026 Paperweight Award to the Canada Border Services Agency’s (CBSA) for the CBSA Assessment and Revenue Management (CARM) system. According to the CFIB, the Paperweight Award is “the award no one wants to win,” as it “highlights the most ridiculous examples of red tape from across the country that cause frustration and headache for Canadian citizens and business owners.”

CFIB determined that the CBSA’s CARM system deserved the award due to the increased administrative burden it places on importers for registration and Release Prior to Payment (RPP) financial security, as well as system outages, technical issues, billing errors, and a short billing cycle that places a financial strain on small business.
