Environment and Climate Change Canada (ECCC) actively enforces laws to prevent the illegal transport of hazardous waste and recyclable materials, across provincial and international borders. In a recent case, Canacha Inc. was fined $125,000 by the Court of Québec on October 14, 2025, for failing to comply with an environmental protection compliance order under the Canadian Environmental Protection Act, 1999. This fine, directed to the Environmental Damages Fund, followed the discovery in 2022 of shipping containers falsely declared as paper bales but contaminated with household waste, which the company attempted to export to India without proper authorization.
After the violation, ECCC issued a compliance order requiring Canacha Inc. to submit a detailed environmental management plan. The company failed to meet the deadline of September 9, 2022, prompting legal action. As a result of the conviction, Canacha Inc. will be listed in the Environmental Offenders Registry, which tracks corporate violations of federal environmental laws.
