Consultation on the Trade and Anti-dumping Programs D-Memoranda Update Workplan

The CBSA has advised that it is establishing an evergreen workplan to update all trade Departmental Memoranda (D-Memoranda) on a rolling five-year basis. 

The goal is to update D-Memoranda to reflect legislative and regulatory amendments, to align with jurisprudence, and for plain language and accessibility.

CBSA notes that the below factors are being used in the prioritization of the updates to the various D-Memoranda:

  • Legislative and regulatory changes
  • New jurisprudence
  • Audit or evaluation results
  • Requests from stakeholders
  • Requests from front-line operations
  • Visits on the CBSA website
  • Border Information Services (BIS) inquiries

Trade chain partners are being provided an opportunity to specify which D-memoranda they feel should be prioritized and to provide any input on the above-noted proposed prioritization criteria. All are encouraged to provide their ideas and supporting rationale to [email protected] by Friday, November 21, 2025, so that we can provide a consolidated submission.
