CPTPP: Beef and Veal - Serial No. 1164

This Notice sets out the policies and practices pertaining to the administration of Canada’s tariff rate quota (TRQ) for imports of beef and veal under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

This Notice is provided pursuant to the authority of the Export and Import Permits Act (EIPA) and its corresponding regulations, and remains in effect until further notice.

1. Definitions

1.1 Beef and Veal means a product included in items 114 to 116 on the Import Control List (ICL), namely fresh, chilled or frozen beef and veal imported from non-FTA countries under headings 02.01 and 02.02 in the list of tariff provisions set out in the Schedule to the Customs Tariff.

  • CPTPP Beef and Veal originating in the UK means a product included in items 114 to 116 on the ICL, namely fresh, chilled or frozen beef and veal imported with a CPTPP UK certificate of origin under headings 02.01 and 02.02 in the list of tariff provisions set out in the Schedule to the Customs Tariff.
  • First-come, first-served basis means shipment-specific import permits are issued on demand for each shipment, until the access quantity is fully utilized, or to the end of the TRQ year, whichever occurs first.

2. Allocation Policy

2.1 CPTPP originating beef and veal

2.1.1 Under the Canada Tariff Elimination Schedule of the CPTPP, the over access tariffs on imports into Canada of fresh, chilled or frozen beef and veal originating from CPTPP member countries were fully eliminated on January 1, 2023. Beef and veal which meet the rules of origin and other relevant requirements provided in the CPTPP are now duty-free.

2.1.2 Imports of beef and veal from CPTPP member countries can continue to be imported under existing country-specific and MFN reserves of the beef and veal WTO TRQ or under the provisions of CPTPP, provided that they meet the requirements of the selected agreement. 

2.1.3 Importers can apply for a shipment specific permit under a WTO TRQ beef and veal allocation, for non-preferential imports or cite GIP100 on their import documentation to receive duty free treatment under the CPTPP.

2.2 CPTPP Beef and Veal originating in the UK

2.2.1 The TRQ for UK originating beef and veal under the CPTPP is administered annually on a first-come, first-served basis.
