Customs Notice 23-23: Amendments to the Departmental Consolidation of the Customs Tariff: Description change of tariff item 9984.00.00

1. The Canada Border Services Agency (CBSA) wishes to advise of an amendment to the Departmental Consolidation of the Customs Tariff (Tariff).

2. The 2023-7 Tariff reflects a change to the description of tariff item 9984.00.00, which took effect October 11, 2023. The description is amended by replacing the reference to “True Sport Foundation” with a reference to “Canadian Olympic Committee”.

3. The changes are identified in the PDF version of the Tariff by a change bar in the left margin. Please note that there are no change bar indicators in the HTML version. For the Access files, the changes are indicated with the number 1 in the change column.

4. All changes will be active in the downstream applications shortly.

5. For certainty regarding the tariff classification, origin or value for duty of a product, importers may request a ruling. Details on submitting a request for a ruling can be found in the Memorandum D11-11-3, Advance Rulings for Tariff Classification, Memorandum D11-11-1, National Customs Rulings (NCR), or Memorandum D11-4-16 Advance rulings for origin under Free Trade Agreements.

6. Importers who are in possession of a tariff classification advance ruling should review the changes in Tariff Amendment T2023-7 to determine if the tariff classification number of the goods under their existing ruling is still valid. Where the tariff classification of a good under a ruling letter is no longer valid, importers may submit a request to the CBSA office where the original ruling was issued for an affirmation of the ruling. Should the Advance Ruling no longer be valid, a modified ruling will be issued by the CBSA confirming the correct tariff classification number.

Avis de douanes 23-22 : Groupement et dégroupement des marchandises aux entrepôts d'attente de catégorie SF et SH

1. Le présent avis a pour but d'annoncer qu'à compter d'aujourd'hui, le groupement et le dégroupement des marchandises seront permis aux entrepôts d'attente de catégorie SF et SH.

2. En 2021, on a consulté les intervenants de l'industrie pour s'assurer que les exploitants d'entrepôt d'attente appuyaient ce changement et pouvaient continuer de satisfaire à toutes les exigences du programme. Ce changement de politique a été largement accepté. De plus, il augmentera l'efficience des entrepôts et est conforme aux pratiques opérationnelles actuelles.

3. Les entrepôts de catégorie SF et SH ont maintenant la même fonctionnalité que ceux de catégorie CW, y compris la capacité de dégrouper des marchandises. Les connaissements internes électroniques peuvent maintenant indiquer comme destination et lieu de mainlevée un entrepôt de catégorie SF ou SH. Ainsi, les expéditions groupées dont le numéro de contrôle du fret principal et les connaissements internes électroniques indiquent tous un entrepôt de catégorie SF ou SH comme destination peuvent être livrées directement à l'entrepôt de destination. Le Mémorandum D4-1-4, Entrepôts d'attente des douanes, sera entièrement mis à jour lors de la prochaine révision, qui comprendra les changements aux paragraphes suivants :

    • Type de marchandises : marchandises périssables, p. ex. fruits et légumes, viande fraîche, poisson, volaille, fleurs, plasma humain, etc.

    • Dégroupement/groupement : oui
    • Type de demande : E400
    • Nature du service : sur place
    • Autorité déléguée délivrant : région
  • (b) Catégorie d'entrepôt : SH
    • Exigences de livraison : livraison directe autorisée
    • Type de marchandises : biens ménagers et effets personnels
    • Mode : aérien, ferroviaire, maritime, routier
    • Dégroupement/groupement : oui
    • Type de demande : E400
    • Nature du service : sur place
    • Autorité déléguée délivrant : région
