Customs Notice 26-24: Partners in Protection (PIP) Exemption of the Requirement for Third-Party Air Carriers Transporting Goods Under the Courier Low Value Shipment (CLVS) Program.

1. This notice applies to authorized couriers operating under Canada Border Services Agency’s (CBSA) Courier Low Value Shipment (CLVS) Program.

2. Effective immediately, CBSA will allow authorized CLVS participants to use third-party air carriers that are not PIP certified.

3. CBSA is providing this exception in the air mode due to air transportation capacity challenges and limited availability of PIP carriers in the air mode.

4. Third-party air carriers must remain bonded and continue to present CLVS shipments at the designated sufferance warehouse.

5. Authorized CLVS participants must continue to maintain an active PIP certification in the air mode.
