On March 4, 2025, the Government of Canada outlined a framework and process for how it will consider remission requests for the tariffs on products from the United States (U.S.) that apply beginning on March 4, 2025. Under specific circumstances, remission allows for relief from the payment of tariffs, or the refund of tariffs already paid.
The government will consider requests for remission in the following instances:
- To address situations where goods used as inputs cannot be sourced domestically, either on a national or regional basis, or reasonably from non-U.S. sources, ("short supply").
- To address, on a case-by-case basis, other exceptional circumstances that could have severe adverse impacts on the Canadian economy ("exceptional circumstances").
A similar remission framework is also in effect with respect to tariffs in place for imports of steel, aluminum and electric vehicles from China.
Under these frameworks, requests for remission on the basis of short supply are subject to consultation with domestic producers to confirm the conditions of domestic supply.
Products Subject to Short Supply Claims
The government welcomes information from Canadian producers on their ability to produce the products listed here. Where a domestic source of supply is identified, requestors will be directed to follow up with the relevant domestic supplier.
