Extension to the interim procedure negotiated with the USDA for the importation of casings into Canada

The United States Department of Agriculture (USDA) has made a significant progress in developing the new Export Verification (EV) program for export of casings; however, they require additional time to implement the new program. The Canadian Food Inspection Agency (CFIA), Food Import and Export Division (FIED) has agreed to the USDA request for an extension to the interim procedure for the exportation of casings to Canada until April 15, 2025.

The process currently in place, which is summarized below, will continue. 

United States (US) establishments where the final processing steps occurred will issue a letter of guarantee (LoG) and provide it to Food Safety and Inspection Service (FSIS). FSIS will issue Official Meat Inspection Certificate (OMIC) only if they have received the LoG from the US processing establishments.

The LoG must:

  • refer to the OMIC issued
  • be submitted to the National Import Service Center (NISC) with relevant documentation
  • accompany the original OMIC and the shipment
  • be presented to CFIA inspector if an import or preventive control inspection is required
  • be kept by the importer for two years after the day of the importation

The LoG will have the following text:

Prolongation de la procédure intérimaire négociée avec USDA pour l’importation de boyaux d’animaux au Canada

Le Département de l’Agriculture des États-Unis (USDA) a réalisé des progrès significatifs dans le développement du nouveau programme de vérification des exportations (EV) pour l’exportation de boyaux d’animaux; cependant, ils ont besoin de plus de temps pour mettre en œuvre le nouveau programme. L’Agence canadienne d’inspection des aliments (ACIA), Division de l’importation et de l’exportation d’aliments (DIEA), a accepté la demande de l’USDA visant à prolonger la procédure provisoire pour l’exportation de boyaux vers le Canada jusqu’au 15 avril 2025.

Le processus présentement en place, résumé ci-dessous, se poursuivra.

Les établissements des États-Unis (É.U.) où les étapes finales de traitement ont eu lieu émettront une lettre de garantie (LdG) qu’ils fourniront au Food Safety and Inspection Service (FSIS). Le FSIS délivrera le certificat officiel d’inspection des viandes (COIV) uniquement s’il a reçu la LdG des établissements de transformation américains.

La LdG doit :

  • référer au COIV émis
  • être soumise au centre national de service à l’importation (CNSI) avec la documentation pertinente
  • accompagner le COIV original et l’envoi
  • être présentée à l’inspecteur de l’ACIA si une inspection d’importation ou de contrôle préventif est requise
  • être conservée par l’importateur pendant deux ans à compter du jour de l’importation

La LdG aura le texte suivant :

En-tête de l’établissement américain
Les produits certifiés en vertu du certificat officiel d’inspection des viandes No. (formulaire FSIS 9060-7 ou 9060-18) _ émis le ___ (date) ont subi une activité de transformation finale, c’est-à-dire salage/saumurage à l’établissement américain No.___.
