Forward Regulatory Plans (FRPs)

On October 1, 2012, the President of the Treasury Board announced the Red Tape Reduction Action Plan (Action Plan), which introduced a number of systemic reforms to the federal regulatory framework.  The Action Plan sets out the Government’s common-sense approach to cutting red tape so entrepreneurs can focus on doing business and creating jobs.

The systemic reforms are grouped under a number of themes, such as reducing administrative burden on businesses; making it easier to do business with regulators; and improving service and predictability.  As part of the improving service and predictability theme, the Government has introduced Forward Regulatory Plans (FRPs), which provide lists of planned regulations or amendments that departments and agencies aim to bring forward over the next 24 months.  FRPs also identify public consultation opportunities and a contact point for each regulatory initiative.  FRPs are intended to give consumers, businesses, and trading partners a greater opportunity to inform the development of regulations and to plan for the future. 

On March 1, 2013, the Canada Border Services Agency (CBSA) published 16 FRPs for regulatory initiatives that are expected to be brought forward for final publication in the Canada Gazette over the next 24 months.  These FRPs can be found on the CBSA’s website at the following address: http://www.cbsa-asfc.gc.ca/agency-agence/actreg-loireg/frp-ppr-eng.html.   These FRPs will be updated at least once a year to reflect any changes.
