Global Affairs Canada offers process to address CARM technical issues involving use of GIP20 and the Wheat Products TRQ

Global Affairs Canada (GAC) is aware of recent problems involving the utilization of General Import Permit 20 (GIP20) for wheat products, in the Canada Border and Services Agency’s (CBSA) CBSA Assessment and Revenue Management (CARM) system.

Since the Wheat Products tariff rate quota (TRQ) was deemed to fill as of 20:59 p.m. (Ottawa Time) on January 12, 2025, it is currently not possible to resubmit any Commercial Accounting Declaration (CAD) using GIP20. For that reason, GAC will authorize Supplemental Import Authorizations to importers who were not able to utilize GIP20 to import any of the goods covered by the Wheat Products TRQ before January 12, 2025, due to CARM-related technical issues.

After obtaining a Supplemental Import Authorization, eligible importers will be able to apply for shipment-specific permits in lieu of GIP20.

You will find below the steps to obtain these shipment-specific permits:

  1. Before submitting a Supplemental Import Authorization request, the importer must obtain an Export and Import Permits Act (EIPA) file number (right-click and Save As to download).  
  2. Submit a Supplemental Import Authorization request by email to [email protected].
  3. The request must contain:
  • i) Importer’s information (EIPA, name, address, telephone number)
  • ii) Description of all wheat products (including tariff classification and quantity -grain equivalent-) for which the request is made.
  • iii) Indicate CBSA transactions numbers motivating the request and their current status (i.e. released, etc.).
  • iv) Briefly explain the difficulties encountered while submitting your CAD, including the dates.
  • v) Provide relevant documents in support of your request (i.e. screen captures, customs documents, etc.).
  1. If the request is granted, GAC will issue a Supplemental Import Authorization.
  2. After obtaining a Supplemental Import Authorization, importers may apply for shipment-specific permits for the concerned shipments.
  • If you work with a licenced customs broker, you may apply for an export permit using our New Export Import Control System (NEICS)
  • If you do not use the services of a licenced customs broker, you may complete and send an export application form to the Permit Operations, Client Services and Reporting (ITA) Division by mail or email. You will find additional information in the following webpage.
  1. Whether using a customs broker or submitting your permit application though the Permit Operations, Client Services and Reporting Division, please indicate “in lieu of GIP 20” in the comments field.
