Steel tariff rate quota information package
To support the Department of Finance’s measures to protect Canadian steel producers and workers, Global Affairs Canada introduced a new permit application process in the New Export Import Controls System (NEICS) on Friday, June 27th. This update allows importers to apply for permits within the available tariff-rate quota (TRQ) for certain steel goods that are listed in item 82 on the Import Control List (ICL), as outlined in the Notice to importers: Item 82 – Steel goods – Serial No. 1139.
Navigating controls and import permit process
Who can request a shipment specific permit:
Only residents of Canada are eligible to apply for these permits. This includes:
• Canadian businesses with a valid Business Number (BN) issued by the Canada Revenue Agency.
• Authorized representatives (e.g., customs brokers) acting on behalf of the importers, provided they have the necessary authorization.
How to apply:
Information on how to apply for an import permit is provided on the Import Controls and Import Permits webpage, including how to register for the New Export Import Controls System, if you are not already an active user.
If you are already familiar with the GAC permitting process and are using the Permit Web Service (PWS) to submit applications; updates are required to ensure compatibility. You can still submit permits for non-steel commodities if you choose not to update your system. However, you will need to submit steel import permit applications through the designated manual process.
The User Acceptance Testing (UAT) window remains open to support system integration. To schedule a UAT session or for additional assistance, please contact: [email protected]
We want to hear from you:
If these changes have affected your business or if you’ve already submitted import permit applications through the new EICS, we’d appreciate hearing about your experience and any suggestions on how we can improve the process.
Please send your responses to: BusinessManagementUnit.Unitedegestiondaffaires-ITA@international.gc.ca
Deadline to submit: July 27, 2025
