Indonesia – Amendments to Export Certificates for animal meals

The Canadian Food Inspection Agency (CFIA) has received information from Indonesia’s Directorate General of Livestock and Animal Health Services (DGLAHS) regarding the implementation of a new requirement. DGLAHS now requires that a laboratory PCR test report showing a negative result for the presence of porcine material accompany the export certificate for animal-origin feed materials exported to Indonesia.

DGLAHS has confirmed the following:

  • A transitional period will remain in effect until September 30, 2026, with the PCR testing requirement becoming fully enforced on October 1, 2026. DGLAHS indicated that this transitional period is intended to accommodate consignments that had already been shipped prior to implementation and for which pre-shipment PCR testing is no longer feasible.
  • The PCR testing requirement applies to all animal-origin feed materials of poultry and ruminant origin, regardless of the country of origin.
  • Effective October 1, 2026, import applications for animal-origin feed materials that are not accompanied by a negative PCR test result for porcine material will not be approved.
  • During the transitional period, where an import application is submitted without an accompanying negative PCR test result, PCR testing will be conducted by the relevant Indonesian authority.

Based on this new information, export certificates HA2085 (Poultry Meal and Feather Meal) and HA2376 (Ruminant MBM and Bovine Blood Meal) have been amended and are now available through your local CFIA office.

A declaration confirming that the exported product has received a negative PCR test result for the presence of porcine material has been added to both certificates. The laboratory report must accompany the original export certificate and the consignment at time of exportation.

Indonésie – Modification des certificats d’exportation pour les farines animales

 

L’Agence canadienne d’inspection des aliments (ACIA) a reçu des informations de la Direction générale des services de l’élevage et de la santé animale (DGLAHS) de l’Indonésie concernant la mise en œuvre d’une nouvelle exigence. La DGLAHS exige désormais qu’un rapport d’analyse de laboratoire par PCR présentant un résultat négatif pour la présence de matériel porcin accompagne le certificat d’exportation pour les matières premières d’origine animale destinées à l’alimentation animale exportées vers l’Indonésie.

La DGLAHS a confirmé ce qui suit :

  • Une période de transition sera en vigueur jusqu’au 30 septembre 2026, l’exigence relative aux analyses PCR devenant pleinement applicable à compter du 1er octobre 2026. La DGLAHS a indiqué que cette période de transition vise à accommoder les envois qui avaient déjà été expédiés avant la mise en œuvre de cette exigence et pour lesquels il n’est plus possible d’effectuer une analyse PCR avant l’expédition.
  • L’exigence relative aux analyses PCR s’applique à toutes les matières premières d’origine aviaire et de ruminants, destinées à l’alimentation animale, peu importe leur pays d’origine.
  • À compter du 1er octobre 2026, les demandes d’importation visant des matières premières d’origine animale et destinées à l’alimentation animale qui ne sont pas accompagnées d’un résultat négatif à une analyse PCR pour le matériel porcin ne seront pas approuvées.
  • Pendant la période de transition, lorsqu’une demande d’importation est soumise sans résultat négatif à une analyse PCR pour le matériel porcin, l’analyse PCR sera effectuée par l’autorité indonésienne compétente.

À la lumière de ces nouvelles informations, les certificats d’exportation HA2085 (farine de volaille et farine de plumes) et HA2376 (farine de viande et d’os de ruminants et farine de sang bovin) ont été modifiés et sont maintenant disponibles auprès de votre bureau local de l’ACIA.

Une déclaration confirmant que le produit exporté a obtenu un résultat négatif à une analyse PCR pour la présence de matériel porcin a été ajoutée aux certificats. Le rapport d’analyse de laboratoire doit accompagner l’original du certificat d’exportation ainsi que le produit au moment de l’exportation.
