This is an invitation to provide comments on the draft International Standards for Phytosanitary Measures (ISPMs), and draft specifications for ISPMs recently distributed for country consultation by the Secretariat of the International Plant Protection Convention (IPPC).
1. Draft ISPMs
The draft ISPMs listed below are open for first and second consultation from July 1, 2026 to September 30, 2026. These ISPMs can be accessed at: https://www.ippc.int/en/commission/cpm/consultations/member-consultation-draft-ispms/

Please note that these standards were revised following close consideration of comments submitted during the first consultation. We encourage commenters to consider this when submitting comments for this second consultation.

2. Draft Specifications for ISPMs
The draft specification for ISPMs listed below are open for consultation from July 1 to September 30. These specifications can be accessed at: https://www.ippc.int/en/core-activities/standards-setting/member-consultation-draft-specifications-ispms/
Revision of ISPM 3 (Guidelines for the export, shipment, import and release of biological control agents and other beneficial organisms)
Please note that each member country's government must submit only one set of comments for each standard and specification and the Canadian Food Inspection Agency (CFIA) will be preparing and submitting these comments for Canada. The CFIA must submit Canada's comments to the IPPC by September 30, 2026. Therefore, to allow sufficient time for collation and interpretation of comments, please submit all comments to [email protected] by September 11, 2026, at the latest. All comments must identify the draft ISPM's or draft specification specific paragraph number to which they apply and need to be supported by an explanation of their purpose and suggestions for alternative text where appropriate.
CFIA will be organizing a group workshop later this summer and will send a second email with details closer to this date.

Révision de la NIMP 3 (Directive pour l’exportation, l’expédition, l’importation et le lâcher d’agents de lutte biologique et autres organismes nuisibles)
Veuillez noter que chaque pays membre ne peut présenter qu'un seul ensemble de commentaires par norme ou spécification. L'Agence canadienne d'inspection des aliments (ACIA) est responsable de préparer et présenter les commentaires pour le Canada. L'ACIA doit présenter les commentaires du Canada à la CIPV d'ici le 30 septembre 2026. Par conséquent, afin d’allouer suffisamment de temps pour la compilation et l'analyse des commentaires, veuillez nous faire parvenir vos commentaires à [email protected] au plus tard le 11 septembre 2026. Tous les commentaires doivent identifier le numéro de paragraphe du projet de norme auquel ils se réfèrent et doivent être accompagnés d'une justification et, s'il y a lieu, de suggestions visant à modifier le texte.
