Joint Statement by Prime Minister of Canada Mark Carney and President of the European Commission Ursula von der

Conclusion of negotiations on an Agreement between the European Union and Canada under the Security Action for Europe (SAFE) Instrument

By joining the EU’s €150 billion defence investment instrument, Canada and Europe will deepen industrial integration through joint procurement and resilient supply chains, ensuring that defence production flows across borders more efficiently. This partnership enhances collective security and expands trade opportunities between Canadian and European industries, generating jobs, growth, and innovation while reinforcing global defence readiness. At the same time, SAFE’s framework supports Ukraine’s defence sector, underscoring how coordinated trade and industrial collaboration can bolster both immediate security needs and long-term stability in the international system.
