Key Elements of the America First Policy

The America First Policy describes numerous priorities, many of which are due to be reported to the US President by April 1, 2025:

  1. Addressing Unfair and Unbalanced Trade; review and identify any unfair trade practices by other countries.
  2. The creation of the External Revenue Service (ERS) to collect tariffs, duties, and other foreign trade-related revenues.
  3. Being public consultations in preparation of the 2026 review of the USMCA.
  4. Review and assess the policies and practices of major United States trading partners with respect to the rate of exchange, specifically to identify "currency manipulators".
  5. Review existing United States trade agreements and consider creating new United States trade agreements.
  6. Review policies and regulations regarding the application of antidumping and countervailing duty laws.
  7. Review revenue loss and contraband implications associated with the current de minimis exemption.
  8. Review economic and trade relations with the People’s Republic of China (PRC) - this could result in additional tariffs.
  9. Review and assess the effectiveness of the exclusions, exemptions, and other import adjustment measures on steel and aluminum.
  10. Conduct a full economic and security review, specifically related to technology and US national security.
