Major Auto Theft Investigation Targets Export Enablers - Organized Crime and Money Laundering Charges Laid

The Canada Border Services Agency (CBSA) played a central role in Project CHICKADEE, working alongside the Ontario Provincial Police (OPP) to dismantle a criminal organization responsible for exporting stolen vehicles overseas. Through its Intelligence and Investigations Operations Division (IIOD), the CBSA collaborated with the OPP-led Provincial Auto Theft and Towing (PATT) Team and the Organized Crime Enforcement Bureau (OCEB) to track and intercept stolen vehicles being shipped through freight forwarding companies. CBSA officers inspected shipping containers in transit and at major Canadian ports, including Montréal, Vancouver, and Halifax, preventing hundreds of stolen vehicles from leaving the country. Their efforts were critical in recovering 306 vehicles destined for foreign markets such as the Middle East and West Africa, disrupting the international reach of this organized crime network.
