Message to industry – Opening of the application period for the 2026 calendar year TRQs and new notices to importers for the CPTPP dairy TRQs

Global Affairs Canada has opened the application period for the 2026 calendar year tariff rate quotas (TRQs), for dairy, poultry and eggs, starting on October 1, 2025, with a deadline of November 15, 2025.

Subsequent to the resolution of the CPTPP dairy TRQs dispute with New Zealand that was announced in July, Canada has made further technical policy changes for all CPTPP dairy TRQs, in addition to those announced in the Message to industry published on May 1, 2024.

The technical policy changes for the CPTPP dairy TRQs include:

  • moving the return date to May 1 (from August 1) for calendar year TRQs and to December 1 (from March 1) for dairy year TRQs;
  • establishing a processing timeframe for the reallocation of returns;
  • introducing a chronic return penalty;
  • undertaking greater scrutiny of certain allocation transfer requests (see section 5.1 of the General information page);
  • introducing an underfill mechanism for TRQs that exhibit a utilization rate of less than 60% for three consecutive years (see section 6 of the General information page); and
  • publishing additional aggregate TRQ data and TRQ utilization by CPTPP Party.

There are no changes to existing ministerial allocation policies for the 2026 calendar year TRQs under the WTO, CETA and CUSMA.

Additionally, there are no policy changes to the CPTPP poultry and eggs TRQs.

The current notices and application forms can be found on the Supply-managed TRQs website. New notices for the CPTPP dairy year TRQs are also available, which will come into effect for the upcoming 2026-2027 dairy year.
