New requirement for live poultry and birds as of December 4, 2024

Starting December 4, 2024, all shipments of live poultry and birds (including hatching eggs and pet birds) from the United States (US) must present a Highly Pathogenic Avian Influenza (HPAI) control zone routing addendum issued by a USDA-APHIS Accredited Veterinarian at the time of entry into Canada.

The HPAI control zone routing addendum will be required for all shipments of live poultry and birds (including hatching eggs and pet birds) from the US whenever there are active control zones due to HPAI detections in the country. The addendum must include:

  • A map of the intended route of transit.
  • A statement attesting that the consignment has not traveled a route that transited any control zone for HPAI. Example: “[Insert Commodity Type, e.g. Hatching eggs] covered by certificate(s) [Insert health certificate number] will travel in a closed conveyance via the following route. To the best of my knowledge, this route does not transit any restriction areas established due to detections of Highly Pathogenic Avian Influenza (HPAI) in poultry.”
  • Commodity being exported and certificate numbers associated with the shipment.
  • Signature of the accredited veterinarian and date of signature.

The Automated Import Reference System (AIRS) will be updated on December 4, 2024 to reflect this new requirement.

Nouvelle exigence pour des volailles et des oiseaux vivants à compter du 4 décembre 2024

À compter du 4 décembre 2024, tous les envois de volailles et d’oiseaux vivants (y compris les œufs d’incubation et les oiseaux de compagnie) en provenance des États-Unis doivent être accompagnés d’un addenda sur l’acheminement évitant les zones de contrôle de l’influenza aviaire hautement pathogène (IAHP) délivré par un vétérinaire accrédité par l’APHIS de l’USDA au moment de leur entrée au Canada.

L’addenda sur l’acheminement évitant les zones de contrôle de l’IAHP sera exigé pour tous les envois de volailles et d’oiseaux vivants (y compris les œufs d’incubation et les oiseaux de compagnie) en provenance des États-Unis lorsque des zones de contrôle sont actives en raison de la détection de cas d’IAHP dans le pays. L’addenda doit comprendre les éléments suivants :

  • Une carte de l’itinéraire prévu.
  • Une déclaration attestant que l’envoi n’a pas emprunté un itinéraire traversant une zone de contrôle de l’IAHP. Exemple : « [Insérer le type de produit, par exemple, œufs d’incubation] visé(s) par le(s) certificat(s) [Insérer le numéro du ou des certificat(s) sanitaire(s)] sera ou seront transporté(s) dans un moyen de transport fermé empruntant l’itinéraire suivant. À ma connaissance, cet itinéraire ne traverse aucune zone de restriction établie en raison de la détection de cas d’influenza aviaire hautement pathogène (IAHP) chez les volailles. »
  • Le produit exporté et les numéros du ou de(s) certificat(s) associés à l’envoi.
  • La signature du vétérinaire accrédité et la date de la signature.

Le Système automatisé de référence à l'importation (SARI) sera mis à jour le 4 décembre 2024 pour refléter cette nouvelle exigence.
