The Canada Border Services Agency has today extended the preliminary phase of the investigation respecting the alleged injurious dumping of oil country tubular goods (OCTG) originating in or exported from Mexico and the Philippines, and originating in Türkiye and exported or produced by, or on behalf of, Borusan Mannesmann Boru Sanayi Ve Ticaret A.Ş. (Borusan), originating in South Korea and exported or produced by, or on behalf of, Hyundai Steel Company (Hyundai Steel), and originating in the United States Of America and exported or produced by, or on behalf of, Tenaris S.A.
The Special Import Measures Act (SIMA) provides that, under normal circumstances, the preliminary stage of the investigation shall be completed within 90 days of the date of initiation. However, due to the complexity or novelty of the issues presented in the investigation, number of persons involved, and difficulty of obtaining satisfactory evidence, the period has been extended to 135 days, pursuant to subsection 39(1) of SIMA.
Consequently, the decision to issue a preliminary determination or to terminate the investigation with respect to some or all of the goods will be made on December 22, 2025. A revised investigation schedule is now available.
