Notice of preliminary determinations: Decorative and Other Non-Structural Plywood 2 (DONP2 2026 IN)

On August 24, 2026, the Canada Border Services Agency (CBSA), pursuant to subsection 38(1) of the Special Import Measures Act (SIMA), made preliminary determinations of dumping and subsidizing respecting decorative and other non-structural plywood (DONP) originating in or exported from the People's Republic of China.

The subject goods are usually imported under the following tariff classification numbers:

4412.31.00.004412.33.00.904412.39.00.224412.92.00.00
4412.33.00.104412.34.00.004412.39.00.234412.99.00.00

The above-listed tariff classification numbers cover both subject and non-subject goods and are for convenience of reference only. Refer to the product definition for the authoritative details regarding the subject goods.

Provisional duties will now be payable on the subject goods that are released from the CBSA on or after August 24, 2026.

Additional information about these investigations are contained in a Statement of Reasons, which will be available within 15 days.

The amount of subsidy estimated for Feixian Jianhao Wood Factory, Linyi Evergreen Wood Co., Ltd., Linyi Jiahe Wood Industry Co., Ltd., Pingyi Fuwanjia Wooden Products Factory, Pizhou Jiangshan Wood Co., Ltd., Shandong Hengjia New Material Co., Ltd., Suzhou Dongsheng Wood Co., Ltd., and Xuzhou Meibang Wood Co., Ltd. is below 1% of the export price and was, therefore, determined to be insignificant. As a result, the investigation will continue in respect of these goods but provisional countervailing duty will not be imposed on subject goods imported into Canada from these exporters during the provisional period
  3. The margin of dumping estimated for Pizhou Jiangshan Wood Co., Ltd. is below 2% of the export price and was, therefore, determined to be insignificant. As a result, the investigation will continue in respect of these goods but provisional anti-dumping duty will not be imposed on subject goods imported into Canada from this exporter during the provisional period
