Philippines: Recognition of the HT program / Reconnaissance du programme HT

The Canadian Food Inspection Agency (CFIA) has successfully negotiated with the Philippines to recognize the Canadian Heat Treated Wood Products Certification Program (HT program), thus allowing certification of heat treated lumber using an industry issued HT certificate in lieu of a phytosanitary certificate. 

Based on Import Permits (SPS Import Clearance (SPSIC)) issued by the Philippines as of June 1, 2024, exporters can use Heat treatment certificates issued under the HT program to export lumber.

The lumber must be produced by a facility that is registered under the HT program and the following elements must be met:

  • The exporter must have a copy of an SPS Import Clearance (SPSIC) for the lumber.
  • The HT Certificate must be dated after the SPSIC is issued.
  • The date of the Bill of Lading must be between the date of issuance of the HT certificate and the expiration date of the SPSIC document.
  • The shipment/consignment of lumber must be shipped out within 60 days from the date of issuance of the SPSIC.

Philippines: Reconnaissance du programme HT

L’Agence canadienne d’inspection des aliments (ACIA) a négocié avec les Philippines la reconnaissance du Programme canadien de certification des produits de bois traités à la chaleur (programme HT), ce qui permet de certifier le bois traité à la chaleur à l’aide d’un certificat HT délivré par l’industrie au lieu d’un certificat phytosanitaire.

À partir du 1er juin, 2024 et basé sur les permis d’importation (SPS Import Clearance (SPSIC)) délivrés par les Philippines, les exportateurs peuvent utiliser le certificat de traitement à la chaleur délivré dans le cadre du programme HT pour exporter du bois scié.

Le bois doit être produit par un établissement enregistré dans le cadre du programme HT et les éléments suivants doivent être réunis:

  • l’exportateur doit avoir une copie d’un permis d’importation (SPSIC) pour le bois d’œuvre;
  • le certificat HT doit être daté après la délivrance du SPSIC;
  • la date du connaissement doit être comprise entre la date de délivrance du certificat HT et la date d’expiration du document SPSIC;
  • le bois doit être expédié dans un délai de 60 jours à compter de la date de délivrance du certificat SPSIC.
