Published in 2020, Customs Notice 20-15; Increase to the Low Value Shipment (LVS) Threshold and Simplification to the Proof of Origin Requirements for Goods Imported into Canada, indicated that:
2. Effective on the day of coming into force of CUSMA, the CBSA will increase its Low Value Shipment (LVS) thresholds for all commercial importations (in addition to those for express shipments) to an estimated value for duty not exceeding CAD$3,300.

Regulations Amending CERTAIN REGULATIONS MADE UNDER THE CUSTOMS ACT (LOW VALUE SHIPMENT THRESHOLD) in order to (1) amend the low-value shipment thresholds to reflect the new amount of $3,300 in the Accounting for Imported Goods and Payment of Duties Regulations, the Fees in Respect of Mail Regulations, and the Proof of Origin of Imported Goods Regulations; and (2) amend certain sections of the Proof of Origin of Imported Goods Regulations to replace the requirement to provide a written statement certifying the origin of commercial goods with a value for duty of $3,300 or less with a requirement to provide a commercial invoice indicating the origin of the goods. |
