Special Authorization Code 25-0466C; United States Surtax Remission Order

The Department of Finance would like to ensure that the following information is provided to the importing community -

Special Authorization Code 25-0466C remains in effect for aluminum inputs and for all goods listed under the United States Surtax Order (2026). There may be some confusion resulting from the fact that some web references have not yet been updated:

The Justice Canada website has not yet been updated to reflect the amendments to the United States Surtax Remission Order from June 2026, including the extension of Sections 1, 2, 3, and 3.1 to June 30, 2027. The amendments were published in the Canada Gazette on July 1, 2026 and are available here: Canada Gazette, Part 2, Volume 160, Number 13: Order Amending the United States Surtax Remission Order (2025). These extensions are also reflected in the CBSA’s Customs Notice.

In addition, the amendments to apply existing remission (including horizontal relief under Sections 1, 2 and 3 of the United States Surtax Remission Order) to the new surtax order are reflected in the consequential amendments to the United States Surtax Order (2026) that entered into force yesterday (available here: 2026-0785). I understand that the CBSA will be updating their Customs Notice very shortly to reflect this.

The CSCB asked the Department of Finance if they had any thoughts on when the Justice Canada site might be updated as it seems to be taking longer than we’ve seen with other recent updates to the legislation.

They advised: We are reaching out to Justice Canada again today to see if they can prioritize this.
