| REMINDER The conditional Country of Melt and Pour (COM) rules will become active in Production on January 21, 2025 at 5:30am (EST). Steel regulated IIDs which are missing the required COM fields will receive error ‘1G7’ – “Country of Melt and Pour must be provided for GIP80 and GIP81”. |
| On August 24, 2024, Global Affairs Canada (GAC) published draft regulations pertaining to Country of Melt and Pour (COM) in the Canada Gazette Part I. The final regulations come into force on November 5, 2024 and the fields to collect COM have been integrated into the Integrated Import Declaration (IID) as previously mentioned in TCCU bulletin TCC24-020. | ||||||||||||||||||||||||||||||||||||||||||||
| Notwithstanding that the provision of COM information is mandatory under the regulations, from a technical standpoint the COM requirements remain "optional" in the Production environment. At present, the “conditional” COM requirements are to go into Production on January 21, 2025. The initial set of “conditional” rules have been available for client certification testing since May 14, 2024. With the recent publication of the revised final regulations in the Canada Gazette, the conditional COM IID rules have been updated in CBSA test labs to reflect the addition of specific exemptions. These new rules will be released and available for testing as of November 13, 2024. | ||||||||||||||||||||||||||||||||||||||||||||
In accordance with the regulations, COM requirements are excluded for the following HS codes:

| In addition to the above exclusions, the conditional COM rules have also been enhanced to exclude COM requirements when the sum of the total commodity values (for non-exempt steel regulated HS codes) does not exceed $5,000.
