Global Affairs Canada (GAC) has advised the Canada Border Services Agency that a new General Import Permit (GIP) will be created within the Single Window, Integrated Import Declaration (IID), release service option 911. GIP 83 will be collected on the IID for the processing of shipments that contain certain aluminum products.
The Aluminum Program and GIP requirements have been activated in CBSA’s certification test labs for client testing. These requirements are applicable to IID version code 4.02. For enquiries relating to client testing please contact the Technical Commercial Client Unit mailbox - [email protected]. Activation of the Aluminum program requirements in Production will take effect on Tuesday, September 2, 2025.
To facilitate this requirement, a new Aluminum Program will be created within Single Window with the following matching HS codes:

As a result of these changes, appendix B5.1 within the Single Window Electronic Commerce Client Requirements Document v5.0, will be updated as follows:

Steel and Aluminum
Carbon and specialty steel products are included on the Import Control List (ICL) for the purpose of collecting information concerning the importation of such goods, through the Steel Import Surveillance Monitoring Program. This program was first implemented in 1986 and was constantly renewed every two or three years before its indefinite renewal on November 2, 2020. The Aluminum Import Monitoring Program has been implemented through the addition of certain aluminum products to the ICL as item 83 and the issuance of the General Import Permit (GIP) No. 83 for these products, effective September 1, 2019. These programs are not meant to limit the quantity of carbon and specialty steel and aluminum products that may be imported into Canada, but rather to provide stakeholders with accurate and timely statistics on steel and aluminum imports. Accordingly, imports into Canada of carbon and specialty steel and aluminum products must be made under the authority of the applicable General Import Permit (GIP): GIP No. 80 – Carbon Steel, GIP No. 81 – Specialty Steel Products, or GIP No. 83 - Aluminum Products.
- LPCO document type 2006 will be renamed ‘Steel and Aluminum General Import Permits (GIPs). This LPCO document type will be used to collect GIP80, GIP81, or GIP83:

As a result of the above noted changes, paragraph 33 (copied below) of D-memorandum D19-10-2, Administration of the Export and Import Permits Act (Importations) will be amended as follows:
33. For SWI IID users this field is found in SG9.DOC if reporting at the declaration level or SG121.DOC if reporting at the commodity level SG117.IMD with qualifier 8 (e.g., IMD++8+:::GIP83 Aluminum Foil).
Note: The above changes will be reflected in a future ECCRD publication. Clients will be notified via a bulletin when the next ECCRD publication becomes available. The D-Memo changes will be made official just prior to the September 2nd, 2025 Production deployment date.
