TCC26-0094 - Single Window (SW) Integrated Import Declaration (IID) Global Affairs Canada - Chinese EV Import Control List

Global Affairs Canada (GAC) has advised the Canada Border Services Agency that a new item (#195) has come into force on March 1st, 2026. For additional information, importers are encouraged to consult the Import of Electric Vehicles from the People’s Republic of China – Serial No. 1162..

The addition of these electric vehicles (EVs) to the Import Control List makes a shipment-specific import permit issued by GAC a requirement to lawfully import these goods into Canada. 

Importers can apply to GAC for shipment-specific import permits up until the annual quantities are reached under the quota. Import permits will not be issued for goods subject to the quota once the annual quota volume has been exhausted.  

On May 19, 2026, the IID validation rules will be enhanced to collect the Electric Vehicle from People’s Republic of China – Shipment-Specific Permit (LPCO document type 2008).

Note: Until clients’ systems are ready to submit new LPCO document type 2008, importers of Chinese-made EVs must submit to the CBSA a paper release package (Release on Minimum Documentation Paper or Customs Accounting Document (CAD) Type C entry), including a paper version of the permit issued by GAC, to be able to import these EVs to Canada.

These changes apply to vehicles that originate in the People’s Republic of China and are classified under the following tariff codes:

IIDs matching the above criteria which are missing the required Electric Vehicle Shipment Specific Permit will be rejected with error code 1K0 - Electric Vehicle from People’s Republic of China – Shipment-Specific Permit (Doc type 2008) is missing.
As a result of these changes, appendix B5.1.2 within the Single Window Electronic Commerce Client Requirements Document v5.0, will be updated as follows:

  • Agriculture Products General Import Permit (GIP) 
  • Steel and Aluminum General Import Permit (GIP) 
  • Documented Alternative Quantity (the GAC or CFIA Recipe # used to support the documented alternative quantity, where that information is required to obtain a shipment-specific permit) 
  • Electric Vehicle from People’s Republic of China – Shipment-Specific Permit 

Any shipment-specific permits, whether or not they are an application for a new one or a reference to an existing one, must be received no more than 30 days before arrival in Canada.

Some commodities are exempt from having to obtain/submit a shipment specific or General Import Permit (GIP). This exemption is dependent on the country of origin and relates to negotiated Free Trade Agreements and applies to certain HS codes that are regulated under GAC’s Beef and Veal and Agriculture Products programs.
