Tribunal Continues Order in Part—Oil Country Tubular Goods from Chinese Taipei, India, Indonesia, South Korea, Thailand, Türkiye, Ukraine and Vietnam

Further to the Canadian International Trade Tribunal’s expiry review (RR-2025-006), the Tribunal today continued its order made on December 30, 2020, in expiry review RR-2019-006, concerning the dumping of oil country tubular goods from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu, the Republic of India, the Republic of Indonesia, the Republic of Korea, the Kingdom of Thailand, the Republic of Türkiye, and the Socialist Republic of Vietnam, except for goods exported from the Republic of Korea by Hyundai Steel Company, and goods exported from the Republic of Türkiye by Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş., and rescinded its order concerning the dumping of oil country tubular goods from Ukraine.

The Tribunal found that the expiry of the order with regard to the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu, the Republic of India, the Republic of Indonesia, the Republic of Korea, the Kingdom of Thailand, the Republic of Türkiye, and the Socialist Republic of Vietnam, except for goods exported from the Republic of Korea by Hyundai Steel Company, and goods exported from the Republic of Türkiye by Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş., was likely to result in injury, and that the expiry of the order with regard to Ukraine was not likely to result in injury. The Canada Border Services Agency will therefore continue to impose anti-dumping duties on oil country tubular goods from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu, the Republic of India, the Republic of Indonesia, the Republic of Korea, the Kingdom of Thailand, the Republic of Türkiye, and the Socialist Republic of Vietnam, except for goods exported from the Republic of Korea by Hyundai Steel Company, and goods exported from the Republic of Türkiye by Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş., but will cease to impose anti-dumping duties on oil country tubular goods from Ukraine.

The Tribunal is an independent quasi-judicial body that reports to Parliament through the Minister of Finance. It hears cases on dumped and subsidized imports, safeguard complaints, complaints about federal government procurement and appeals of customs and excise tax rulings. When requested by the federal government, the Tribunal also provides advice on other economic, trade and tariff matters.
