On April 1, the Office of the United States (US) Trade Representative released its annual National Trade Estimate (NTE), which provides a global overview of perceived barriers to trade between the US and other countries. The NTE’s chapter on Canada focuses on food and agricultural controls, including longstanding US concerns with Canada’s administration of its Tariff Rate Quota (TRQ) regime. In addition, the report addresses Canada’s digital services tax, the “zero plastic waste agenda,” and Quebec’s French language requirements for trademarks. The NTE also mentions that CARM implementation is being monitored by the US to determine impacts on the flow of goods.
