Canada Gazette - Notices and Proposed Regulations

Members may be interested in the following, published on 7 April 2012 in Part I of the Canada Gazette. 1. Expiry review of order, by the Canadian International Trade Tribunal, the dumping of bicycles, assembled or unassembled, with wheel diameters of 16 inches (40.64 cm) and greater, originating in or exported from Chinese Taipei and the People’s Republic of China, excluding bicycles with an FOB Chinese Taipei or People’s Republic of China selling price exceeding CAN$225 and excluding bicycles with foldable frames and stems (the subject goods).

Amendment 11 to the Energy Efficiency Regulations - Update

Further to the message sent April 5th, the following are Temporary Instructions for Reporting. As per Custom Notice CN12-012 Amendment 11 to the Energy Efficiency Regulations, please find below temporary import reporting instructions. Please note, the list of HS codes for Amendment 11 have been finalized and have submitted to the CBSA.

Amendment 11 to the Energy Efficiency Regulations

CBSA has published Customs Notice 12-012, Amendment 11 to the Energy Efficiency Regulations. This notice replaces Customs Notice 12-002 issued January 27, 2012. Although these regulations come into force on April 12, the effective date has not yet been announced due to the fact that the list of HS items now regulated has not been provided.

EICS/EXCOL Bulletin - Easter 2012 Holiday

Friday, April 6 and Monday, April 9 are statutory holidays, and the Bureau's offices will be closed (no officers or Help Desk staff will be available). CFIA Delays

After hearing from many members regarding significant delays with receiving an acknowledgement of release decisions from CFIA, the CSCB has corresponded with CFIA and CBSA to address these concerns. Following is correspondence from CSCB and CFIA’s response. The CSCB will continue to follow up, as we are not satisfied with the response from CFIA.

CBSA Message: change to CBSA Stamp Policy

Effective 28 May 2012, all release and processing of goods will occur exclusively with the CBSA stamp. Regions will no longer be authorized to use the “release” stamp they previously used. The CBSA Stamp Policy will be revised to that effect. Regions that have already incorporated the use of the new CBSA stamp for releasing and processing of commercial goods will continue to do so. Regions must ensure that notification is made to those responsible (internal and external stakeholders) for releasing and processing of all commercial goods.

U.S. publishes roadmap for risk-based air cargo screening

Canadian trade increases again in 2011

Statistics Canada says Canada's international merchandise trade bounced back in 2011 for a second consecutive year of gains after the 2009 recession. Extension of Investigations - Certain Potassium Silicate Solids

Dumping case number: AD/1391 Dumping file number: 4214-30 Subsidy case number: CV/128 Subsidy file number: 4218-29 The Canada Border Services Agency (CBSA) has, today, extended the investigations with respect to the alleged injurious dumping and subsidizing of potassium silicate, (also known as silicic acid, potassium salt; potassium water glass; potash water glass; potassium silicate glass), of all grades and ratios in a soluble solid including chunks, flakes or powder forms originating in or exported from the Islamic Republic of Pakistan.

Seasonal hours begin April 5 at Wild Horse

The following is a 3 April 2012 news release by CBSA. The Canada Border Services Agency (CBSA) reminds travellers that the Wild Horse port of entry will extend its seasonal hours of operation effective April 5, 2012. The seasonal hours of operation will be from 8 a.m. to 9 p.m. seven days a week, until October 31, 2012, for all traveller and commercial traffic entering Canada or the United States. The Wild Horse port of entry is located 145 km south of Medicine Hat, Alberta, on Highway 41, and 70 km north of Havre, Montana, on Highway 232.

Canadian international merchandise trade: Annual review, 2011

The following is excerpted from a 4 April 2012 release by Statistics Canada. In 2011, Canada's international merchandise trade experienced a second consecutive year of gains, following the large decrease recorded in 2009, bringing Canada's total trade—exports and imports combined—within 2.0% of the record levels posted in 2008. Canada's reliance on the United States as a trading partner continued to decline, as Asia and Europe gained further ground.
