The recent al Qaeda plot to hide plastic explosive powder in printer cartridges shipped on U.S.-bound cargo planes has the Department of Homeland Security scrambling to revise its security protocols so that shipments can be assessed and, if necessary, held for inspection before they are loaded onto a plane. The key to such a capability is obtaining pre-departure shipment information.

The following is from the 2 December 2010 edition of the "American Shipper". The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service on Thursday proposed regulations to remove an exemption that allows wood packaging materials from Canada to enter the United States without first meeting treatment and marking requirements that apply to these materials from all other countries. The agency said the action is needed to prevent the introduction and spread of pests via wood packaging materials from Canada.

Appointment of New President and Chief Executive Officer of Export Development Canada The following is a 1 December 2010 news release by DFAIT. CBSA has posted information on their website about the eManifest Portal. The eManifest Portal is a secure data transmission option developed by the Canada Border Services Agency (CBSA) that will allow the trade community to electronically transmit their pre-arrival information through the Internet. It was developed primarily for small- to medium-sized enterprises to facilitate their compliance and make the transition from paper to electronic reporting more manageable. The eManifest Portal will be available in 2011 for highway carriers to transmit pre-arrival cargo and conveyance data.
