Cancellation Procedures for Paper PARS for Goods to be Cleared Inland under EDI RMD

The following message is from the Electronic Commerce Unit at the CBSA.

The purpose of this message is to clarify the procedures for the cancellation of a paper PARS at a frontier location when the goods are subsequently cleared inland under an EDI RMD service option.

Under the failed PARS process, shipments moving in-bond for clearance to an inland location, travel under the same cargo control number (CCN) that was used by the carrier when they attempted to obtain a PARS release at the frontier. Should a paper PARS request be submitted by the importer/broker after the goods have left the frontier, the frontier office could process the PARS when they are unaware that the goods have already arrived.
When the goods arrive at the inland location for clearance, the importer/broker will likely use an RMD service option for the clearance. For EDI RMD transactions, the importer/broker would receive a “duplicate CCN” message from ACROSS when the request is transmitted. The importer/broker transmitting the EDI RMD should contact the inland customs office and request that the frontier PARS be cancelled, rather than contacting the frontier customs office for the correction. This is in keeping with the policy of the importer/broker dealing with the customs office where the goods are located.
