CBSA Message (TCC17-051) - Clients are not receiving their Section 12(1) notices

March 10, 2017

Clients Affected: All carriers who transmit trade data using EDI.

On Sunday March 5, 2017, the CBSA released further eManifest functionality to our external clients.  An issue with outbound transactions is currently affecting Section 12(1) notices.

Clients are not receiving their Section 12(1) notices on Rail, Air and Marine conveyances for which a Conveyance Arrival Certification Message (CACM) is sent and Highway conveyances that are logged at PIL after Sunday, March 5, 2017. Please note this is an outbound notice specific issue and the CBSA internal systems are properly arriving the conveyance and arriving/reporting the related cargos and related releases are not affected.

The CBSA recognizes the impact to our external clients on this issue and is actively working on a resolution.   Until a system resolution is implemented, the CBSA recommends that clients retain copies of their CACM or paper proof of report in the form of a CBSA stamped eManifest lead sheet, for compliance purposes.
