Chapter 07 was published to change the release recommendation from "Approved" to "Refuse Entry" for the following HS code with the miscellaneous code "Rooted, grown in soil-free media" from all origins other than the continental United-States.

07.09.99.3034 - Herbs - with or without roots (fresh or chilled).

This created a requirement version change for the same HS code from the continental United States
