Update to CFIA AIRS website

Chapters 04, 12, 17, 18, 19, 21 and 22 were published to change the release recommendation from "Approved" to "Refer to CFIA-ISC" for the following HS codes for Afghanistan, Bangladesh, Brunei Darussalam, Cambodia, Hong Kong, Indonesia, Korea (Democratic People's Republic), Korea (Republic of), Lao Peoples Democratic Republic, Macao, Mongolia, Myanmar, Pakistan, Philippines, Singapore and Sri Lanka. This created requirement version changes for all other countries.
