Update to CFIA AIRS website

Chapter 08 was published a) to add the condition and phytosanitary declaration for Light Brown Apple Moth (Epiphyas postvittana), and b) to change the release recommendation for requirements from California with a destination of British Columbia. This resulted in version change for other countries.
