Update to Meat Hygiene Manual of Procedures (Chapter 14)

Please be advised that Chapter 14 of the Meat Hygiene Manual of Procedures has been updated.

Changes were made to sections 14.1.3; 14.2.1.2; 14.2.1.5; 14.2.9; 14.2.10; 14.2.11; 14.2.12; and 14.2.13.

The main changes are as follows:

  • 14.1.3 – Clarification that the Inspection Manager is responsible for forming and leading the Management Review Team (MRT) and coordinating its activities.
  • 14.2.1.5 – Clarification regarding issuance of a Final Notice of Non-Compliance (FNNC):
      • Once a FNNC is issued, the date by which the operator must correct the non-compliance cannot be extended.
      • The inspector is to advise the operator that the CFIA will take additional enforcement action(s) if the non-compliance remains unresolved beyond the date stated in the FNNC.
      • Clarification on the roles and responsibilities of the Management Review Team and the Inspection Manager when the operator does not meet the requirements by the date stated in the FNNC.
  • 14.2.1.2; 14.2.1.5; 14.2.9; 14.2.10; 14.2.11; 14.2.12; and 14.2.13:
      • Additional instructions for completing the Enforcement Tracking Form (ETF), including documentation of an inspector’s follow-up verification on the ETF.
      • Clarification that the MRT/Inspection Manager is to provide feedback to the inspector regarding enforcement decisions.
