Update to CFIA AIRS Website

Chapter 44 was published to change the release recommendation from "Approved" to "Refer to CFIA-ISC" for the following HS codes for California and Oregon.

44.03.20.0150.99 - Other than tropical tree species, not regulated - bark and bark mulch - composted
44.03.91.0126.05 - Oak - bark and bark mulch - composted
44.03.99.0152.07 - Other than tropical, non regulated tree species - non coniferous - bark and bark mulch - composted
