Summary of Reduced Permit Requirements

The following paragraphs are provided by DFAIT, and taken from the draft Notice to Exporters concerning the reduced permit requirements for softwood lumber, referred to in the message to members entitled "Changes to Softwood Lumber Permit Procedure" on 10 May 2002. The implementation date for the new systems has not yet been determined; members will be informed by the CSCB national office as soon as the Notice to Exporters and date are finalized by DFAIT.

As of May xx, 2002 [date to be determined] all exports to the United States as defined in paragraphs 3.2 through 3.3 of this Notice will now require weekly export permit(s) for each mill of origin, instead of individual permits for each shipment of softwood lumber.

Exporters of the subject softwood lumber products will now obtain a weekly export permit(s) for all shipments of softwood lumber to the United States. Where lumber comes from more than one mill, the exporter is required to obtain a weekly export permit(s) for each mill. Each weekly export permit period will start on a Saturday and run until the following Friday. Permits must be submitted to the EICB by midnight on the next Thursday.

The Minister requires as a condition of issuing a permit to export softwood lumber to the United States that an applicant retains all documentation which substantiates the data elements for a weekly permit and furnish the following data elements with each application for a weekly permit:

(a) name of manufacturer/mill
(b) name of exporter
(c) province or territory of first manufacture
(d) 10 digit US HTS commodity code and product description

(e) quantity in board feet; the total weekly sum of shipments per HTS commodity code
(f) value (US$); the total weekly value of shipments per HTS commodity code
(g) US port of entry
* please provide the number of the most frequently used port during weekly permit period
(h) shipping date
* please state the ‘Saturday' date of the beginning of the permit period
(i) US entry date
* please state the ‘Friday' date of the end of the permit period
(j) "name of importer": the Bureau is using this field for other purposes, ie the name of importer will not be required. Instead, an applicant must use this field to specify the total number of shipments covered by the weekly permit, and shall indicate ("yes") that the applicant is retaining documentation which substantiates all data elements for each shipment.

(k) mode of transportation
* please state the most frequently used method of transportation used during the weekly period

Annex 5: Name of Importer

"Name of importer": the Bureau is using this field for other purposes, ie the name of importer will not be required. Instead, an applicant must use this field to specify the total number of shipments covered by the weekly permit, and shall indicate ("yes") that the applicant is retaining documentation which substantiates all data elements for each shipment.

At any given time the EICB may request detailed information regarding the individual shipments of a weekly permit.
