NCBFAA objects to scan-all

            The National Customs Brokers and Forwarders Association of America said it opposes a new Senate amendment requiring scanning of all U.S.-bound containers.
 
            In a letter to Max Baucus, chairman of the Senate Finance Committee, NCBFAA President Mary Jo Muoio said the amendment by New Jersey Democrat Robert Menedez “is a backdoor mandate for what Sen. Chuck Schumer's amendment attempted to accomplish last week.”
 
The new amendment, which awaits action on the Senate floor, would require the Department of Homeland Security to make a plan and set benchmarks to achieve 100-percent scanning of containers at foreign ports before they are loaded on U.S.-bound ships….
