As Mexico booms, Canadian exporters benefit

The following is excerpted from the 11 April 2012 edition of The Globe and Mail. The most alarming statistic in Bank of Canada Governor Mark Carney’s trade speech last week was this one: among Group of 20 countries, only Britain has lost a greater share of international trade since 2000 than Canada. Some trading nation, eh? Canada’s share of imports by the world’s major economies shrunk over the past couple of decades, with one exception: Mexico, the unsung hero of the global economy.

CBSA Message: Change to UN dangerous goods code

The following is a CBSA message (EDI12-033) Please be advised that effective August 25, 2012, the requirement to submit the UN prefix for the dangerous goods code transmitted in the cargo maps for ACI Air, ACI Marine, ACI eManifest Highway and CSA (Customs Self Assessment) Highway, will be removed. Effective this date, the dangerous goods code will be numeric 4 (n4) only. The ACI Air, Marine, eManifest Highway and CSA Electronic Commerce Client Requirements Documents (ECCRD) will be updated accordingly.

CFIA Message: Maintenance - AIRS Verification Service (AVS) Web

As part of CFIA's ongoing efforts to improve the Automated Import Systems please be advised that CFIA will be performing maintenance/upgrade that will affect access to AIRS Verification Service (AVS) Web. Trade is not a zero-sum game

The following is excerpted from the 10 April 2012 edition of The Globe and Mail. Arthur Donner and Doug Peter argued in Monday’s Globe and Mail that Canada’s current account deficit “is far more serious than the fiscal problems facing the federal government,” asserting that the CA deficit “represents a leakage of output, jobs and incomes to other countries.”

Canada Gazette - Notices and Proposed Regulations

Members may be interested in the following, published on 7 April 2012 in Part I of the Canada Gazette. 1. Expiry review of order, by the Canadian International Trade Tribunal, the dumping of bicycles, assembled or unassembled, with wheel diameters of 16 inches (40.64 cm) and greater, originating in or exported from Chinese Taipei and the People’s Republic of China, excluding bicycles with an FOB Chinese Taipei or People’s Republic of China selling price exceeding CAN$225 and excluding bicycles with foldable frames and stems (the subject goods).

Amendment 11 to the Energy Efficiency Regulations - Update

Further to the message sent April 5th, the following are Temporary Instructions for Reporting. As per Custom Notice CN12-012 Amendment 11 to the Energy Efficiency Regulations, please find below temporary import reporting instructions. Please note, the list of HS codes for Amendment 11 have been finalized and have submitted to the CBSA.

Amendment 11 to the Energy Efficiency Regulations

CBSA has published Customs Notice 12-012, Amendment 11 to the Energy Efficiency Regulations. This notice replaces Customs Notice 12-002 issued January 27, 2012. Although these regulations come into force on April 12, the effective date has not yet been announced due to the fact that the list of HS items now regulated has not been provided.

EICS/EXCOL Bulletin - Easter 2012 Holiday

Friday, April 6 and Monday, April 9 are statutory holidays, and the Bureau's offices will be closed (no officers or Help Desk staff will be available). CFIA Delays

After hearing from many members regarding significant delays with receiving an acknowledgement of release decisions from CFIA, the CSCB has corresponded with CFIA and CBSA to address these concerns. Following is correspondence from CSCB and CFIA’s response. The CSCB will continue to follow up, as we are not satisfied with the response from CFIA.

CBSA Message: change to CBSA Stamp Policy

Effective 28 May 2012, all release and processing of goods will occur exclusively with the CBSA stamp. Regions will no longer be authorized to use the “release” stamp they previously used. The CBSA Stamp Policy will be revised to that effect. Regions that have already incorporated the use of the new CBSA stamp for releasing and processing of commercial goods will continue to do so. Regions must ensure that notification is made to those responsible (internal and external stakeholders) for releasing and processing of all commercial goods.
