Elimination of Account Security Requirement for Release Prior to Payment Rethought

Last week during the CBSA Border Commercial Consultative Committee meeting here in Ottawa, it was announced that the date of April 2012 is no longer linked to the elimination of the account security requirement for release prior to payment. This issue has not been removed from CBSA’s agenda but now is part of the broader and much longer term CBSA Assessment and Revenue Management (CARM) project which is intended to modernize the assessment and revenue management programs and systems of the CBSA. The current CARM timeline runs from 2011 through 2018.

Canadian Pacific Railway Ltd and a union representing 2,100 staff said on Saturday they have reached a tentative labor deal, averting a strike at the country's second-biggest rail carrier. The company and the Canadian Auto Workers (CAW), which represents mechanical services employees, issued separate statements that said they reached a tentative contract settlement that will be sent to union members for ratification.

Why it’s happening Barack Obama and Stephen Harper will sign an action plan Friday ordering bureaucrats to draft agreements that would tighten continental security and the flow of trade. Borders aren’t flowing as easily as they did in the years before Sept. 11, or in trade parlance, they are thickening. Friday’s declaration aims to break the logjams while also deterring possible terrorist attacks.

The following is excerpted from a 4 February 2011 news release by Statistics Canada. Employment rose for the second consecutive month in January, with a gain of 69,000. At the same time, the unemployment rate increased by 0.2 percentage points to 7.8%, as more people searched for work. Compared with January 2010, employment was up 1.9% (+327,000). January's employment increase was evenly split between full and part time. Compared with the same month a year earlier, part-time employment grew by 2.8% (+91,000), while full time increased by 1.7% (+236,000).
