1. The purpose of this notice is to remind clients of the requirement to provide the correct destination and location of goods information in the carrier cargo report to the Canada Border Services Agency (CBSA). 2. CN 10-021: Release and Accounting of Casual Importations of Personal Effects

1. The purpose of this notice is to provide clarification concerning the release and accounting of casual importations of personal effects as outlined in Memorandum D17-1-3, Casual Importations. 2. When the importer's goods arrive in Canada and the individual importer will not be present to clear the goods themselves, they may provide written authorization to an agent to act on their behalf. The definition of an agent may be found in Memorandum D1-6-1, Authority to Act as Agent. The carrier transporting the goods cannot act as an agent of the importer.

Correction Period for November Softwood Lumber Permits

Brokers are advised that the correction period for NOVEMBER 2010 Softwood Lumber permits ends Thursday December 9th 2010, at 17:00 ET. We remind you of the importance of submitting correct information on permits as this is imperative to the operation of the Softwood Lumber Agreement. Please submit permit corrections for the month of NOVEMBER before the end of the correction period, as is the case for every allocation month of the year.

NAFTA Trade Rose 19.3 Percent in September

The following is from the 30 November 2010 edition of the "The Journal of Commerce". Comeback from recession falls below 2008 level Trade using surface transportation between the U.S. and Canada and Mexico totaled $68.3 billion in September, up 19.3 percent from a year earlier, the Transportation Department reported. Despite the increase, the value of surface-transportation trade between the U.S. and its North American Free Trade Agreement partners was 4.8 percent below levels of September 2008, when the financial crisis hit.

eManifest Portal

CBSA has posted information on their website about the eManifest Portal. The eManifest Portal is a secure data transmission option developed by the Canada Border Services Agency (CBSA) that will allow the trade community to electronically transmit their pre-arrival information through the Internet. It was developed primarily for small- to medium-sized enterprises to facilitate their compliance and make the transition from paper to electronic reporting more manageable. The eManifest Portal will be available in 2011 for highway carriers to transmit pre-arrival cargo and conveyance data.

2011 Customs Tariff

CBSA has advised of the upcoming release of the 2011 Departmental Consolidation of the Customs Tariff, soon to be available on CBSA’s website. However, Tariff Notice TN-51, with the summary of changes, is available now. Questions can be sent to the CSCB at [email protected].

Update to CFIA AIRS Website

Chapters 07, 08, 09, 12 and 20 were published to remove the registration types "Confirmation of sale" and "Box 22: Confirmation of sale - California Leafy Green Handler Marketing Agreement". New registration types were added to requirements with the following HS Codes for the end uses of "Human Consumption", "Further Processing" and/or "Other end uses". Canada growth below forecasts, rates likely on hold

The following is a 30 November 2010 news release by Reuters Canada. Canada's economy disappointed in the third quarter with the weakest growth rate in a year, while the economy shrank outright in September, adding pressure on policy makers to safeguard the patchy recovery. Gross domestic product growth slowed to a 1.0 percent annual rate in the July-September period because of declining exports and a housing downturn, Statistics Canada said on Tuesday.

Vancouver container haulers protest rates, restrictions

The following is from the 29 November 2010 edition of Canadian Transportation and Logistics ”ctl.ca”. Vancouver container haulers are once again growing ornery over alleged rate slashing and restrictions they say are affecting their livelihoods. On Nov. 27, about 400 truckers protested in Delta, according to local media. The protest was organized by the Vancouver Container Truckers' Association.

Saint John Harbour Bridge goes toll-free

The following is from the 29 November 2010 edition of Canadian Transportation and Logistics ”ctl.ca”. Truckers using the Saint John Harbour Bridge will no longer have to reach into their pockets, after the feds downloaded ownership of the bridge to the province and made them remove the tolls as a condition of the transfer. The deal also provides funding for refurbishing while forgiving the bridge authority's outstanding federal debt.

Certain Mattress Innerspring Units from the People's Republic of China

Notice of Re-investigation 4214-24 AD/1383 The Canada Border Services Agency (CBSA) has today initiated a re-investigation, in accordance with the Special Import Measures Act (SIMA), of the normal values and export prices of certain mattress innerspring units originating in or exported from the People's Republic of China. The subject goods are described as certain mattress innerspring units, with or without edgeguards, used in the manufacture of innerspring mattresses, originating in or exported from the People's Republic of China.
