Security Requirements for Non-Resident Persons and Persons Without a Permanent Establishment in Canada The Canada Revenue Agency has updated information explaining the security requirements for non-registered person and person without a permanent establishment in Canada who export softwood lumber products from Canada and who are required to provide and maintain security with the Canada Revenue Agency (CRA). Directive D-07-05 - Phytosanitary requirements to prevent the introduction and spread of the hemlock woolly adelgid The Directive D-07-05 "Phytosanitary requirements to prevent the introduction and spread of the hemlock woolly adelgid (Adelges tsugae Annand) from the United States and within Canada" has been revised to add Vermont (VT) as a regulated state (Appendix 1). Propagative material of Tsuga sp., Picea polita, P. jezeonsis, and firewood require an import permit and phytosanitary certificate.

Labelling of Wet Stored Shellfish Destined for the United States The purpose of this notice is to remind shellfish processors of the labelling requirements with respect to the export of shellfish destined for the United States. The US requirements for labelling shellfish are found in the Guide for the Control of Molluscan Shellfish which is posted on the US Food and Drug Adminstration's website.

The Bank of Canada kept its benchmark lending rate at an historic low Tuesday, but removed a so-called conditional commitment to stay on hold through the middle of the year, signalling that it could raise interest rates as early as its next policy decision June 1.

CFIA Import Service Centres In order to expedite the review of CFIA paperwork, the national CFIA Import Service Centre (ISC) has forwarded documentation to the Montreal ISC for processing. However, members have brought to our attention that paperwork processed in Montreal on behalf of the national ISC has QST included on the accompanying invoice. CFIA have advised that this tax is not applicable to paperwork processed in Montreal for goods located outside of Quebec. Any QST that has been charged in error will be credited by CFIA.

The CFIA have provided details on the second phase of changes to import notification requirements. Phase 1 came into effect on March 15, 2010, and phase 2 will come into effect on July 19, 2010. Phase 2 includes selected commodities under HS Chapters 9, 10 and 11.

Changes to the import permit application process CFIA have revised the import permit application process when applying for a permit to import plants and other items under the Plant Protection Act. The permit application may be submitted by fax (613-228-6605) or by e-mail ([email protected]). The new form does not include a "submit by e-mail" button, however, until that function is added, the application can be signed, scanned and sent as an e-mail attachment. Please be reminded that in all cases the original hard copy must follow.
