CN10-003, Proposed Regulatory Change in Support of the NEXUS and CANPASS Programs and the Alternative Presentation of Persons Under the Customs Act

1. This notice announces a proposed regulatory change in support of the NEXUS andCANPASS programs and the alternative presentation of persons under the Customs Act. 2. The NEXUS program is a joint initiative of the Canada Border Services Agency (CBSA) and the United States (U.S.) Customs and Border Protection (CBP) that enablespre-approved, low risk travellers to present themselves in an alternative manner and receive expedited entry into Canada and the United States. NEXUS is supported by the Canada/United States Accord on our Shared Border and by the Smart Border Declaration.

CBSA Re-organization

The news about CBSA’s re-organization has finally gone public and we’re pleased to be able to share it with members. CBSA President Stephen Rigby and CBSA Vice-President Cathy Munroe yesterday announced to the Border Commercial Consultative Committee details of the new management model and organizational structure that will be implemented on April 1, 2010.

CBSA Message: Family day for some provinces

The following message is from CBSA (EDI10-011). Family Day – February 15, 2010 in the provinces of Ontario, Alberta, Saskatchewan and Manitoba: For the purposes of calculating the accounting period, February 15, 2010 will be considered a holiday for these provinces and any late accounting penalties will be waived without the client having to submit an application. This applies to transactions released from February 8, 2010 to February 15, 2010 that were accounted for in the affected provinces.

Harmonized Sales Tax (HST) in Ontario

Harmonized Sales Tax (HST) in Ontario Starting July 1, 2010, Ontario is harmonizing its provincial sales tax with the federal sales tax. The current retail sales tax (RST) will be replaced with a more modern, value-added tax that will be combined with the federal goods and services tax to create a harmonized sales tax (HST).

Waiver of Late Accounting Penalties

Waiver of Late Accounting Penalties Changes that were made to the Customs Tariff as a result of the recent budget came into effect on March 5th, 2010, and, for goods released that day, the date for final accounting is March 12th, 2010. Given that updates to the CCS and CADEX formatted files are not scheduled to be completed until today, March 10th, we have asked CBSA to waive late accounting penalties for goods that are accounted for after the 12th.

This document addresses the treatment of imported goods, both commercial and non-commercial, and customs brokerage services.

CRA Interest rates for the second calendar quarter

CRA Interest rates for the second calendar quarter The Canada Revenue Agency (CRA) announced the prescribed annual interest rates that will apply to amounts owed to the CRA and to amounts the CRA owes to individuals and corporations. These rates are calculated quarterly according to applicable legislation. The rates indicated below will be in effect from April 1, 2010 to June 30, 2010. Income tax The interest rate charged on overdue taxes, Canada Pension Plan contributions, and Employment Insurance premiums will be 5%.
