Save That Date – 2010 Annual Conference The CSCB is pleased to announce preliminary details for the 2010 National Conference and Annual General Meeting, scheduled to take place from Sunday, September 19 through Tuesday, September 21 at the Westin Ottawa. This year’s conference will focus on government affairs, providing both formal and informal opportunities for two-way communication between delegates and federal government officials engaged in trade and border management.

CBSA has asked for comment on draft D Memorandum D3-6-0, "Railway Rolling Stock, Railway Locomotives and Miscellaneous Railway Equipment Temporarily Imported for use in International Service and/or Diverted to Domestic Use". This D Memorandum has been updated to include D3-6-1, D3-6-2, D3-6-3, D3-6-4, D3-6-5, and Customs Notice N-645.

CBSA has asked for comment on draft D Memorandum D3-6-0, "Railway Rolling Stock, Railway Locomotives and Miscellaneous Railway Equipment Temporarily Imported for use in International Service and/or Diverted to Domestic Use". This D Memorandum has been updated to include D3-6-1, D3-6-2, D3-6-3, D3-6-4, D3-6-5, and Customs Notice N-645. Other changes are listed in the Memorandum. Interim Memorandum D17-1-13, Interim Accounting – Sight Entries – “Haiti Deemed Direct Shipment (General Preferential Tariff And Least Developed Country Tariff) Regulations”

CBSA has released an interim D memorandum detailing accounting options to account for goods that qualify under the "Haiti Deemed Direct Shipment (General Preferential Tariff and Least Developed Country Tariff) Regulations". These regulations were put into place to allow for goods of Haitian origin to be shipped from the Dominican Republic when a through bill of lading may not be available. The accounting options are: - for unconditionally duty free goods, an entry can be prepared using the MFN tariff treatment. No further action is required;

Update to CFIA AIRS website Chapter 07 was published to change the release recommendation from "Approved" to "Refer to CFIA-ISC" for the following HS Codes for the following countries. EUROPE: Bulgaria, Cyprus and Germany, ASIA: Israel. 07.02.00.0001 - Tomatoes, field (fresh or chilled) 07.02.00.0002 - Tomatoes, greenhouse (fresh or chilled) This created requirement version changes for the following HS codes for all countries other than the United States.

Audit of the Administration of Permit, Licence and Other Requirements for Commercial Goods

Members may be interested in reading an internal audit report of the administration of permit, licence and other requirements for commercial goods. The objective of the audit was to assess the adequacy and effectiveness of the control framework for the administration of permit, licence and other requirements for commercial goods. The audit scope covered eight OGDs and 13 program areas, all CBSA regions, and included imports accounted for in the CCS with a demonstrable risk to the well-being of people, plants, animals and the environment.

The following is a CBSA message (EDI10-022). Please note that there will be some changes to the list of HS codes subject to Canada Food Inspection Agency requirements. The ACROSS system and the CBSA website will be updated Wednesday, March 24, 2010. Effective on March 24, 2010, HS code 1513191000 will be subject to CFIA requirements. Greenhouse Bell Peppers, Notice of Initiation of an Investigation

Dumping case number: AD/1387 Dumping file number: 4214-28 The Canada Border Services Agency initiated an investigation on March 22, 2010, under the Special Import Measures Act, respecting the alleged injurious dumping of greenhouse bell peppers originating in or exported from the Netherlands. The investigation follows a complaint filed by the Ontario Greenhouse Vegetable Growers of Leamington, Ontario. Additional information about this investigation will be available in a Statement of Reasons that will be available within 15 days on the CBSA's website.

D2-3-5, Shore Leave for Canadian Crew Members on Canadian Flag Ships

This memorandum outlines and explains the Canada Border Services Agency's (CBSA) clearance procedures to allow shore leave for crew members, who are citizens or permanent residents of Canada, on Canadian flag ships that are passing through the Welland Canal and the Beauharnois/St. Lambert System, or one of the specified ports east of Montréal, before the ships are cleared by the CBSA. Crew members who are not citizens or permanent residents of Canada are not permitted to take shore leave under the provisions of this memorandum. Revisions

The purpose of this notice is to advise that Capital Movers & Storage Company (Kingston Limited), located at 7 Douglas Road, Trenton, ON, surrendered their highway sufferance warehouse licence effective February 26, 2010. The Canada Border Services Agency (CBSA) has decided not to advertise for a new highway sufferance warehouse at this port. 2. Therefore, all bonded highway carriers transporting in bond commercial freight destined for clearance at this port should report to an alternate highway sufferance warehouse.
