Proposed Tariff Elimination

Proposed Tariff Elimination In September, the CSCB sent a message to members regarding proposed elimination of tariffs on manufacturing inputs and machinery, and equipment. This message can be viewed at: http://www.cscb.ca/050/rs_prev_e.cfm?ID=22359. Although by no means certain, it is possible that the changes identified in this message will be included as part of the budget that is scheduled to be announced at 4 p.m. on Thursday, March 4.

CFIA Service Interruption - AIRS

CFIA Service Interruption Automated-Import Reference System (AIRS) (external) As part of CFIA's ongoing efforts to improve network services please be advised that CFIA IT Operations will be performing preventative maintenance that will affect access to AIRS (external) Service. This network service will be interrupted temporarily and may be unavailable for up to 20 minutes between 3:00 AM and 7:00 AM EST over a 7-day period beginning Thursday, February 25, 2010 and ending Wednesday, March 3, 2010.

Place of Supply for the Harmonized Sales Tax - Proposed Amendments The Department of Finance has issued a bulletin that details proposed amendments to the Harmonized Sales Tax (HST) place of supply rules, the self-assessment and rebate rules, and the imported taxable supply rules. Many of the current HST place of supply rules for property and services rely on the location of the supplier to determine whether a sale is subject to the provincial component of the HST.

AMPS

In 2006, the BCCC created a sub-committee to undertake a fundamental review of the CBSA Administrative Monetary Penalty System (AMPS). The purpose of the review was to make amendments to AMPS to ensure it was fair, consistent, and transparent, and was easy to administer. Streamlining the penalty regime and reducing the number of contraventions was also part of the sub-committee's mandate. Some of the changes to AMPS will be implemented on April 14th of this year. Dumping file #: 4261-123 Dumping case #: AD/1241 This notice advises that, on February 23, 2010, the Canada Border Services Agency (CBSA) concluded its re-investigation of the normal values and export prices of certain waterproof footwear and bottoms made of plastic or rubber from the People's Republic of China, pursuant to the Special Import Measures Act (SIMA). The re-investigation was initiated on October 21, 2009, as part of the CBSA's enforcement of the order made by the Canadian International Trade Tribunal (Tribunal) on December 7, 2005.

B2 Processing Statistics

CBSA has provided national B2 processing statistics for its third quarter, October - December 2009. These statistics are available at: http://cscb.ca/listinfo/20093rdQuarter_B2processing.pdf. Starting with these statistics, CBSA is including the number of B2s in inventory, thus providing a better picture of the number of B2s that are outstanding. CBSA has also included statistics from the third quarter in 2008. In all regions but one, the average number of days to process a B2 has improved from the third quarter of 2008 to the third quarter of 2009.

This memorandum explains the policies and procedures related to the privilege associated with the release of imported shipments prior to payment of duties and taxes. Revisions This departmental memorandum explains the Release Prior to Payment Privilege that was previously found in D17-1-5.
