Update to CFIA AIRS Website

Chapter 08 was published to change the release recommendation from "Refuse Entry" to "Refer to CFIA-ISC" for the following HS Codes with the end uses of "Human consumption", "Other end uses" and "Travellers & Personal use and not for resale or distribution" for all countries except the Continental United States. 08.05.10.4038.02 - Oranges - with leaves and branches (fresh) 08.05.20.4038.02 - Mandarins (including tangerines and satsumas); clementines, wilkings and similar citrus hybrids - with leaves and branches (fresh)

Non-bonded Carrier Codes

In light of CBSA’s decision to eliminate the use of 77YY carrier codes, members may be interested in the following information from CBSA. The CSCB asked the following question: Once an importer or carrier has completed form E369 to request a non-bonded carrier code, can you advise CBSA’s steps after that? We understand that an additional questionnaire must be answered and are curious as to why that form is not included with form E369. Can you also let us know CBSA’s service standard for issuing a carrier code?

Reminder of Changes to Import Notification Requirements - Phase 3

This is a reminder to importers and brokers that phase 3 implementation of the changes to import notification requirements for commodities in the non-federally registered food sector will come into effect on November 08, 2010. Annex 1 of the Notice to Importers and Brokers - Phase 3 on the CFIA website has been updated to include the OGD extension codes for the commodities relevant to this phase. http://www.inspection.gc.ca/english/fssa/invenq/20101018e.shtml

Winnipeg Port Standing Committee Meeting

Greenhouse Bell Peppers, Inquiry No. NQ-2010-001

IN THE MATTER OF an inquiry, pursuant to section 42 of the Special Import Measures Act, respecting: THE DUMPING OF GREENHOUSE BELL PEPPERS ORIGINATING IN OR EXPORTED FROM THE NETHERLANDS FINDING The Canadian International Trade Tribunal, pursuant to the provisions of section 42 of the Special Import Measures Act, has conducted an inquiry to determine whether the dumping of greenhouse bell peppers originating in or exported from the Netherlands has caused injury or retardation or is threatening to cause injury to the domestic industry.

The small business sector's reluctance to pursue international trade is hurting the economy, and could have cost 300,000 jobs in missed opportunities and positions in the past decade, says CIBC World Markets. The number of small-and medium-sized businesses involved in export activity has fallen to nine per cent from 10.7 per cent since 2000, despite the growth in globalization, the report says.

Canada and the European Union on Track to Trade Deal

Automatic Firearms Country Control List

Members were advised on October 18 of a proposed regulation in Part I of the Canada Gazette to amend the Automatic Firearms Country Control List. Additional information has been made on available on Foreign Affairs and International Trade’s website. This information follows. On October 16, 2010 the Proposed Order to Amend the Automatic Firearms Country Control List (AFCCL) was published in the Canada Gazette, Part I.

New Requirements for Importing Fresh Fruit and Vegetables

The CFIA has provided the following information regarding goods of chapters 07 and 08. 1. Attestation of Canadian Food Inspection Agency (CFIA) federal produce licence number or Dispute Resolution Corporation (DRC) membership number Under the Licensing and Arbitration Regulations, Canadian purchasers of fresh fruit and vegetables are required to be licensed with the CFIA and/or be a member of the DRC, if they are not exempt from the Regulations.

Licence to Import IFS Products

A message was sent to members yesterday with the subject line: Licence to Import IFS Products. Members are asked to disregard this message and to please accept our apologies for any confusion this message may have caused. Please note that the requirement for importers to have an Imported Food Sector licence will not take place until two years after the regulations come into effect.

CFIA have advised that effective October 18, 2010, all requests for change of inspection establishment for US meat should be directed to Kim Rodrigue. Chapter 01 was published to add two new miscellaneous codes to the following HS Codes from the United States except for California, Michigan, Minnesota and New Mexico. 01.02.10.1007 - Sexually intact cattle (other than male calves between 8 and 14 days old). 01.02.90.1007 - Sexually intact cattle (other than male calves between 8 and 14 days old). 01.02.90.1009 - Steers. 01.02.90.1010 - Spayed heifers.

CBSA Service at Calgary and Edmonton Airports

At this year’s CSCB national conference, members brought to CBSA’s attention the fact that goods arriving at certain airports on weekends are often not released until Monday morning. The issue was directed to CBSA Acting Vice-President, Cathy Munro, who spoke at the conference on CBSA’s Service Commitment. As a result, CBSA has provided the following procedure to be followed for air shipments destined for Calgary or Edmonton that are not released in a timely fashion.
