Canada Gazette – Notices and Proposed Regulations

Members may be interested in the following notices and proposed regulations published on October 13, 2010, in Part I of the Canada Gazette. 1. Under the Canadian Environmental Protection Act Notice of intent to develop more stringent regulations to limit greenhouse gas emissions from new passenger automobiles and light trucks of the 2017 and later model years.

CN 10-017: United States Loaded Freight Remaining On Board (FROB) Cargo

1. This Customs Notice (CN) does not serve as a change, modification, or update to the final resolution rendered in CN10-015 (issued on September 17, 2010). Rather, this CN clarifies transmission requirements pertaining to the final resolution issued regarding US-loaded FROB cargo.

PKI Certificate Authority Unavailable, 17 October

Access to EICS is achieved using a PKI Certificate from the Internal Credential Management (ICM) Service of PWGSC. ICM Services = PKI Certificate Authority. This is to inform you that maintenance will be conducted by PWGSC on Internal Credential Management (ICM) Services during the scheduled maintenance window Sunday, 17 October 2010 between the hours of 05:00 and 09:00 ET. ICM services will be unavailable - no PKI logins - during the full duration of this maintenance window to allow for maintenance activities to take place.

2010 Customs Tariff

CBSA has advised that the correlation tables between the 2007 version and the 2012 version of the Harmonized System are now available on the WCO public website at this URL: http://www.wcoomd.org/home_hsoverviewboxes.htm Specific information regarding Canada’s Customs Tariff will be provided as soon as it is available.

Economic Forecast Shows Federal Government Is on the Right Track

The following is a 12 October 2010 news release by the Department of Finance. The Honourable Jim Flaherty, Minister of Finance, today released an update of the Government's economic and fiscal projections. The update clearly demonstrates that Canada remains on track to return to a balanced budget over the medium term. "The fiscal projections set out in today's update show the Government's plan is on track," said Minister Flaherty. "For the first time since the global financial crisis, we are forecasting a balanced budget."

Audit of the Payment Process for K84 Account Statements

In light of CBSA’s intention to eliminate account security, members may be interested in an internal audit of the payment process of the K84 Account Statements. The audit was conducted from October to December 2009, and covered the three regions with the largest volume of transactions: Quebec, Greater Toronto Area and Windsor–St. Clair. U.S. Meat Shipments at the Border

The CSCB has written to CBSA and CFIA regarding proposals to change the process surrounding the importation of meat from the U.S. The letter can be seen in the Advocacy Section of the CSCB website; login in required.

Crime Alert: Load Brokering Fraud and Cargo Theft

The following information was provided by Markel Insurance Company of Canada. It has come to our attention that a ring of thieves, originating in Quebec but now targeting Ontario, are stealing cargo through the illegitimate use of carriers’ identities. While some of the gang have been apprehended and arrested, there are still several continuing to successfully commit load-brokering fraud and fleeing with valuable cargo. So far, the thieves have been operating under the following phone numbers:
