Electricity Reporting Requirements for Air Handlers

Natural Resources Canada (NRCan) is proposing to amend Canada's Energy Efficiency Regulations to ensure compliance with new electricity reporting requirements for certain goods (air handlers used in central heating and cooling systems) that are imported, or shipped provincially for sale or lease in Canada. For imported goods, reports must be submitted by the dealer to NRCan before the product is imported into Canada or traded inter-provincially. Automotive Refinishing Products Regulations

In June of 2009, regulations regarding Automotive Refinishing Products were made available in the Canada Gazette. These new regulations are intended to reduce emissions caused by Volatile Organic Compounds (VOCs). Most requirements, including those that affect imported goods, went into effect June 18, 2010, and the balance will come into effect on December 18, 2010. Requirements not yet in effect are those listed in Subsection 3(2); Subsection 10(2); Section 12; and Paragraph 13(1)(c) of the regulations.
Air Source Heat Pumps

Natural Resources Canada has issued proposed amendments, to Canada's Energy Efficiency Regulations for Air Source Heat Pumps. These amendments, available here, are being issued prior to posting in the Canada Gazette. These amendments will ensure that consumers are made aware of the cold climate performance of the heat pump they are purchasing. Both imported goods, and those shipped interprovincially for sale or lease, will be affected by the amendments.
Cancellation of Permits for Certain Goods

The Export and Import Controls Bureau have issued new procedures for the cancellation of permits for released agriculture, steel, textiles and clothing shipments. Cancellation requests for non-released goods are to be requested on-line using the Export and Import Controls System. These requests are to be submitted by facsimile, on a new Request for Cancellation form.

CFIA accepting shipments of fresh fruits from California when certified free from European grapevine moth

Effective June 21, 2010, the Canadian Food Inspection Agency (CFIA) will accept shipments of fresh fruits (except grapes and olives) from areas of California regulated for European grapevine moth (Lobesia botrana) when they are certified free of the insect. This requirement will help prevent this insect from entering Canada.

Private Sector Forecasts the Economy

Members may be interested in the Department of Finance's survey of private sector forecasters for their views on the Canadian economy. The average of these private sector forecasts forms the basis for the economic assumptions used for fiscal planning purposes in the budget and the fall update.

Order Amending the Export Control List

The Government of Canada has commenced the regulatory process to amend Item 5505 – Goods and Technology for Certain Uses of the Export Control List. This proposed amendment will serve to address the concerns of the Standing Joint Committee for the Scrutiny of Regulations and update the regulation to reflect current foreign policy and security considerations.

U.S. Removes Temporary Restrictions on B.C. Cattle and Bison

The United States Department of Agriculture (USDA) has removed temporary brucellosis testingrequirements for certain cattle and bison from British Columbia. Sexually intact cattle and bison that have resided in B.C. since March 25, 2010, are no longer required to test negative for brucellosis prior to export to the U.S.

HST on Imported Goods/Brokers' Services

The CSCB has prepared a chart that indicates the application of HST in participating provinces, as well as the tax applicable on customs brokerage services. Members are asked to note that "customs brokerage services" are services, made in respect of the importation of goods, of arranging for the release of goods, or the fulfilling of any requirement to account for the goods, to report, or provide information, or remit any amount.
